If you get in and release the parking brake, wait a moment, and 
then apply the foot brake, does it still come up with 1 pump? Or 
are you confused by the effect of having the hand brake on?

Well, not fully submerged, just the outer end. Try it, you can see 
the fluid moving in the hose and you can tell how things are 
moving. Yes, in general it is NOT necessary to close the valve 
before each upstroke of the pedal. I know lots of books tell you to 
do this, and I did it that way myself at first, but eventually I 
discovered that those books must have just been written by 
someone who had never done this themselves (they are authors, 
not auto mechanics) and they must all be copying from the same 
original source.
