This is the secondary shoe. Tighten the adjuster TIGHT, then back off 4-6 notches. The shoe should drag slightly. Now do the front adjuster the same way. Do this to each rear wheel. Another thought. Have the aduster screws been out??? It could be that they are in backwards. They have an angle to the slot that the shoe sets in. This angle and the the angle on the shoe should match. If they are in wrong, the adjustment will be funky. There are only 2 things that will cause you to need to pump the brakes.
