This is called a Z-bar and is part of the suspension used for only a couple of years. In normal use it actually does nothing, but it does come into play when the rear of the car is heavily loaded. Under those conditions it helps the handling. Unless you like spirited driving while heavily loaded you'll never miss it. The rubber parts on these have failed on most of the cars that had them, and replacements are hard to find. It would be quite reasonable to have your mechanic remove everything that is still there and give them to you. That way you could keep them or sell them to someone who wanted them. Taking them off now keeps them from rattling and from getting lost along the side of the road.
