There should be a slight drag. There's a kind of learning curve here to know 
when too much is too much.

Yes, that is correct. You'll also notice there are two adjusting stars per 
wheel. One for the front pad one for the back.

On the frame horns or tosion bar tubes...NOT the tranny or engine/oil sump.
