[T3] hi-low beams backwards

My hi-low beams are switched somewhere, or there is a circuit fault that I
can't find.

I traced all the wires back to the fuse block (they match appropriately).

When my low beams are on... the right lamp has a high beam and the left lamp
has a low beam.  When I turn my high beams on, its reversed.  Weird.

Any suggestions?
