It's really hard to tell what's really in there unless someone has a dead one 
that they can cut open and investigate. What we see outside is usually 
mostly dirt anyway, so it's hard/impossible to tell what the viscosity of the 
stuff started out as.

If it is really filled completely, then there's no sloshing, and the guts gets 
supported by the boyant force of the oil/tar, so it's still pretty well situated, 
even with vibration, but I agree that the tar might be better.

Anybody got a dead Bosch coil that they would care to saw apart, or send to 
me and I'll saw it apart and let everyone know what I find?
