That's the best guess I've heard yet, but Walker is a US company that makes replacement mufflers for the aftermarket. I never heard of them making mufflers for anything else, and I don't think the microfilm shows anything special for industrial engines anyway. To me, it just looks like Walker screwed up and made a few that really didn't work. I wonder how they got out and how I managed to come across one of them years later.
