That other wire goes to the auxilary air regulator on the engine. It comes
out of the wire harness with the blue wire that goes to the oil pressure
switch. I have seen this wire pinched in the throttle linkage on the engine.
The engine will run with that wire disconnected, but it will not idle down
after the engine is warmed up.
