You're probably right that you don't have a good vent. On early years, maybe up thru 71 VW used steel lines for some of these hoses, but they rust up inside and get blocked off. I would replace them with something that is rubber or plastic that will withstand gasoline and eliminate the steel lines. You also have/had an overflow tank inside your LF fender which is likely non functional. The OE vent line leads to it. You should eliminate that and just run the vent out the hole that is currently covered with a rubber plug at the LF corner of the gas tank.
