You adjust each carb to give equal suction using the throttle stop screws
(which are hex-head screws near you towards the bottom of the carb).  The
suction on each is measured with a uni-syn or similar device held on one
carb at a time.  Once it seems OK, reconnect the adjustable throttle rod
having made it fit the gap between the ball-ends.  You must not disturb the
position of the carb throttle levers to do this.
Check if the balance is still there through a reasonable rpm range.  At high
engine speeds, balance isn't quite as important as the balance pipe can help
a lot to keep things even.
