You turn the small brass hexagon headed screws that are down the very bottom of the carbs, where the throttle shaft is. With the carbs installed on the engine, these are pointing towards the sides of the car. You need some sort of device to measure the air flow, which you put over the top of the carb throat, where the air cleaner usually fits on. Start off by putting the device on one side, and take note of the measurement that it gives, and you should have the same for the other side, if one side is higher than the other, adjust that side down, to get a slower idle, if you want a faster idle, adjust the one with the lower measurement up. If you don't have any meter to measure the air flow, another method is to use a tube, which you put near the throat of the carb and listen for the airflow, until you get it the same on the both sides. Just make sure that the engine is timed correctly first, because if it backfires through the carbs you will be deaf in no time!
