This sounds suspiciously like a bushing from a regular 'merican vehicle leaf springs. Metal tube pair with rubber in between. If hard to find, check shops that specialize in automotive springs. They have loads of sources for bushings. I had my trucks springs re-bushed last year, so spent some time with such parts. It really isn't too complex, just a turned part with O.D. and I.D. interference fit.
