Pulling the sender wire and grounding it should make the gauge read FULL. Make sure that the instrument cluster is snapped all the way into the dash. There's really nothing that can be wrong with the installation, but there are several things that can go wrong in the sender. It can stick if gas was allowed to dry out or turn gummy in there.
