In 69 VW separate brown ground wires, but your car will not have these. I believe you are right, you don't have a good ground, probably to the left front TS housing. The TS current is finding its way back to ground via the parking light filament, which also feeds all the other parking lights. One usually can't see this because the current is shared by 5 bulbs (license light bulb, too) so you may have an extra bright bulb installed there.
