Use a 10mm open end wrench. Reach it down between the front of 
the fan housing and the round rod that runs across just in front of 
the fan housing; the wrench will JUST fit thru that gap.

You will probably have to turn the nut slightly and then flip the 
wrench 180 deg to take the next "bite" on it. DON'T overtighten the 
nut; that is just extra work and you can easily deform the clamp. 
Get a feel for how tight it NEEDS to be by trying to turn the dist as 
you tighten the nut. You'll find that you quickly reach the point 
where you can't turn the dist any more. That's tight enough.
