I think more or less the "parking lights" feature is a combination safety and courtesy device. Since the lowest setting on the headlight switch turns on all the external lights except for your headlights it allows you to lets say, sit in the drive through of a Fast Food place at night and either not blind the person in front of you, or be blinded by the person behind you (allowing for differing heights of vehicles and different angles of adjustments for the headlights) but to still be well outlined by all your amber and red lights about the vehicle. The same holds true with passing through various types of checkpoints or being stopped. The marker lights still allow you to be seen but the person stopping you, police officer, military border or checkpoint, etc, won't be blinded by your lights. As far as the side marker lights. I know that in most states in the US, depending on the year of the vehicle of course, if you do not have signals indicating direction of travel during a turn that are visible from the front, either side, or rear, you will not pass inspection or beable to drive the vehicle. Again, its all dependant on the year of the vehicle. A 64 Chevy Nova only needs front and rears, while my 2000 Focus requires 2 in the front, 2 sids and 2 rears. Just safety so the people coming head on can tell your turning, and anyone coming at you from an angle on the side can see your turning towards them. Not that this always works :( I hope that answers your questions. I can't give a specific list of countries/years/colors because I am sure they vary widely.
