There is two ways to "undo" the spot welds. You could use a 3\8" drill bit 
and drill through both panels,(the apron and the inner fender) thus leaving 
a hole to make your plug welds on the new apron. When you do it this way it 
easier to leave what you are actually installing solid (with no drill holes) 
by grinding away the scrap metal you don't need on the new clip. the second 
is to order a spot weld removal tool from your local bodyshop supply store, 
it will drill through both panels but is easy to tell when you are through 
the first layer, leaving the inner fender with no holes.
Personally I do the first technique and weld from the inner fender to the 
apron, this way you don't see any ugly welds when you look inside the spare 
tire opening.
