If you know what the flaps look like, you can feel their position thru the hole left when you remove the spark plug wire holder that is just in front of the right side fan duct (the one that faces forward and blows air toward the engine.) I don't think it's a bad design. It works flawlessly for decades if it is simply installed correctly.
