You're right, this is your vacuum advance. It won't do anything while 
you're testing it in your driveway. The only real test is to suck on it 
while you watch the inside of the dist and see if the breaker plate 
moves and stays. It should be sealed; if you just have to keep 
sucking the diaphram is leaking.

At any rate, the engine will run just fine without it, especially at idle.

This is a REAL problem. When you pull off the SP wires is there a 
spark that jumps those gaps? If so, check for a bunch of white FI 
ground wires near the center of the engine. Are all those wires 
connected? Are any of those wires broken? Work carefully with 
those wires, they are fragile and you can easily do more harm than 
good with them. 

If there is no spark there, open up the dist cap and check inside 
and out for tracks.
