It's indeed standard for the seat back to tilt forward and lie down flat. These hinges let you do a special trick with the seat *bottom*. The seat bottom usually just tilts up 90 degrees, and sticks up above the level of the back deck. With these hinges, when the sea bottom is extended, it kind of lifts up and moves forward -- but then comes back down, and remains in its normal, upright orientation. So, the face-up part of the cushion is still face-up, and at about the same height as the rest of the rear deck.
