An engine that will continue to run at such a low RPM is pretty unusual. Certainly I've never seen such a thing. It would be hard to suggest that there is much wrong here, but I would start by checking all the standard things: ignition timing & dwell, valve clearance, fuel pressure. Get these adjusted correctly and see if this changes anything. When you disconnect a temp sensor you are just fooling the ECU into thinking the engine is cold and it responds by giving the engine a richer mixture. This might tend to make us think that the engine is running too lean (fuel pressure too low???), but that seems inconsistent with the low RPM that you report.
