I think it means printed in 89. Apparently it is easier for them to apply a whole series of numbers and then erase the last one at each new printing. My early ones have something similar: 10 9 8 7 6 5 4 but the color went to B&W when they got to 10 (or restarted at 20 - 11.) I haven't noticed the later 1987 copyright date before.
