How new is your starter bushing in the transmision? If too old and brittle, or distorted this alone can stop a good starter in its tracks. And also drain your battery in the process. You can use a 12mm tap, and same size bolt, about 2 1/2-3 inches long, to "pull" the old bushing out. Then just carefully install a new bushing. This applies to MT cars only, as the automatics do not need the bushing. The auto starters have an extra bearing inside that supports the shaft, and this bushing in the transmission is not needed.
