Check the fuses.

It's also possible that someone switched some of the wires on the 
fuse box so that the 2 low beam fuses supply the 2 filaments on 
the driver's side while the 2 hi beam fuses supply the 2 RHS 
filaments.

Do some testing at night by pulling out fuses one at a time to 
make sure that you don't have both filaments lit on the same side 
at the same time.

>From L to R in the fuse box the fuses should be:

L running lights
R running lights
L low beam
R low beam
L hi beam 
R hi beam
