They are a combination of capacitors and an inductor in a single 
package. I think they've been around a long time, but I'm not sure 
when they started showing up.

In general, its better to stop the noise at its source. These boxes 
only stop noise that is carried on the 12V line, but they're very 
effective at that. They can't do anything for noise that comes in the 
antenna (radiated noise such as ignition noise.)
