68 was the first year for the collapsing steering column, so this 
sounds like a good thing to try. I don't know what other problems you 
might encounter, but take a look at the tube where the column enters 
the body from the steering box. There is a "stop plate" there on 68-
73 cars that helps the column collapse, so you should try to get that 
part also. There is also a plastic bellows inside the car that seals 
between the column and the body; get that, too.

Finally, the electrics are different: the 71 has plugs for the wires 
to connect to, so you should try to get as much of the 71 wiring 
harness as you you can so you can splice the wires onto your 67 ones.
