You're probably right, but sometimes they can be broken and yet the other 3 wheels can still be supporting that corner. It is probably more likely that this one is cracked and no longer has the right spring constant. Removing it before it breaks all the way thru is easier! To install a new one you need to rotate it and find the right combination of spline positions so that the swing arm angle is correct.
