There are drain holes but they often get clogged up. Look at the 
bottom corners of the door. There will be small oval holes in the 
inner panel outside the gasket and just where the panel flares out to 
meet the outer doorskin.

Getting them cleared out is important.

Since it's already wet in there, the easy way to proceed might be to 
just flush out everything with a garden hose. You may need something 
like a broom straw to clear out the drain hole area, but try to clean 
the whole thing out so that there is no other dirt ready to flow in 
there and block it again quickly.
