I have only seen Blue covered plastic ones as you describe in any '67. Your black one is a replacement one I believe. It should be similar inside as what has been described here. But one little discrepancy with Jim's possible problem fixer. The switch has only two wires going to it , the tying of the left and right blinkers together and then flashing them simultaneously is done internally to the flasher by a couple of diodes. The best diagram for you to follow is in the Bentley Blue one for T1s, actually that's all they show for the years covered, '66-'69 (one of Bentley's glaring mistakes) or go to this diagram. http://www.vintagebus.com/wiring/bug-66+67.jpg Look at the upper left corner of it and you will find the relay (J1) and switch and all the other related wiring. This is a T1 but it is the same circuit and color codes used in a T3 If you are reluctant to buy a new relay for the outrageous prices charged for a new replacement (the one reason why I did not wire my Notch this way, see the story on my website in my Notch progress section), you can pretty easily change to a later easily gotten relay. This requires putting in a later Emergency flasher switch, relay, and a few short wires from a later T1 or T3 . About a 2 wrench fix. Ask if you are interested in that.
