On the Type 1, the early ones, (before the locking column that we know) they had a lock that went on the steering column below the edge of the dash. There is/was one of these on ebay a couple days ago. They also had a system that locked the gear shift lever. I saw these mostly on Karmann Ghia's, but they could be retrofitted to about any manual transmission, as the bolt pattern of the shifter is the same. I never saw anything on the early T-3's except what is normal. Maybe this was a proto-type for an ignition/steering lock.
