VWoA didn't officially import Type 3s until 1966, but VW offered a US-spec option for Notchbacks and Squarebacks well before that. Look it up, it's in the VW parts list. One instance where this option would have been ordered is when a US buyer participated in the tourist delivery program. The buyer would order the car when planning a trip to Europe, take delivery of the car at a European port, use the car to travel around, and finally return the car to the port where it would be shipped to US. The Squareback was offered through this program before 1966: I have a US-spec 65 that was ordered this way. The car came with its original paperwork including a brochure explaining the program which lists the Squareback among the models that could be ordered. Long story short: yes, an individual buyer in the US could order a US-spec Squareback legally in 1965, and wouldn't have to go the Canada to do it.
