Early front drums have 2 leading shoes, but the brakes discussed here are the rears with one leading and one trailing shoe (there's no "cam" in any of these.) Whether in forward or reverse, one shoe in each wheel will always be leading. There is a kind of lever arrangement that is part of the parking brake linkage, but this is released in the situation we're discussing.
