These are 2 distinctively different things:

Bolt circle diameter: The diameter of the circle that the centers of all the 
bolts fall onto.

Center-to-center distance: the center to center distance between two 
adjacent bolts.


The 2 are the same only for a 2-bolt wheel.  ;-)

I suspect that the 130mm is the bolt circle diameter. This is the way that I  
prefer to see these kinds of things specified, but I've seen it done the second 
way just because of the difficulty of measuring the diameter when there are 
an odd number of holes.
