I think the problem might be in your throttle linkage. If the carbs have
been disassembled before the length of the short links between the main
linkage and the carbs may have been altered. Also, the right linkage
should be adjusted to exactly 342mm between the ball socket centers as a
starting point. I had the same symptoms until I readjusted my linkage:
one carb wouldn't balance with the other until the throttle was adjusted
many turns in. The mixture screws shouldn't have much effect on you idle
unless they're way off. Have you read the VW "Look, Listen, Do It
Better" carb sync guide? I think it's posted somewhere on VW Planet. If
you can't find it I can send you a copy.
