Did he adjust the valves after taking the compression check?? This could be a 
case of a tight valve on #3 cylinder. If loosening the valve brings the 
compression back up, then there is a good possiblity that the valve is 
stretching. 
Now would be the time to do a valve job on the engine before it causes 
further problems.
It is also possible that you have broken or stuck ring on that cylinder, but 
if it was, you would probably also burn oil.
