A hole that small could be fixed by welding a piece cut from almost any scrap body part. I'm sure a body shop wouldn't have any trouble finding a suitable piece. OTOH, rust here is almost ALWAYS due to a leak thru a rusted out area elsewhere. Is your outboard rear seatbelt anchor rusted?
