The '70 should have the chrome/aluminum horn ring, with 2 spoke wheel.
Sounds like someone may have put a later steering column on it.
As for the honking, and flashing going around corner, it sounds like
something is not aligned right, and the shaft is grounding out as you turn.
See it the column has any wobble in it as you turn the wheel. Might be
easier with the front off the ground.
As for the charcoal filter, I think the '70's were in the engine
compartment. In '71, they moved it to under the left front fender.
