Those bulbs are commonly known as "Pirate" bulbs here in Norway, they let you get H4 bulbs in a normal Bilux headlight. Before 1970, all headlights in Europe were Bilux's and the last ones I know of were on mid-80s Vanagons, but were also standard on Rabbit's into the late 70's. The thing about the text "not for use in Europe" is simply that they are not E-coded and thus illegal. Much like any lights without DOT codes is illegal for road use in the US. These bulbs are widely available at several FLAPS chains here, there are still some cars with Bilux headlights on the roads.
