311 415 651D checks out for '71 too (though you wrote 615D, which I presume is just a typo). I'm running out of ideas too, short of my going out to the '71 and pulling the wheel. What about a scrap-yard to compare the bits and pieces? All the screws and springs are the same through '71, so unless there's later stuff in there it should work together. The insulating washers are in the right place I presume; the sequence from the picture is screw, shakeproof washer, plane washer, insulating washer (thin end into back of horn ring), spring. Is the insulating washer on the back of the horn ring, seated in it a bit - or is it reversed and holding it away? Dave.
