I checked the FMVSS (Federal Motor Vehicle Safety Standard) and 3 point belts have been required in "rear forward facing outboard" seating positions in passenger vehicles manufactured since September 1, 1989. Rear lap belts have been required since at least 1972 which is as far back as the online version of the FMVSS goes. I am pretty sure that Jim is correct that they have been required since 1968.
