Was there signs that the Trans had been worked on recently? Without the governor working, I am not sure the trans would have shifted at all. I have seen this happen many times during transmission repairs. And they usually fall into the differential. That key is just staked into the end of the governor shaft. With any slight mis-alignment, this staking wears away, and when the governor is pulled out, the key falls into the differential.
