While the problem may certainly be the cables, the more likely problem is that the rear brake shoes need to be adjusted. This should be done with the cables completely relaxed, so if you have been taking up slack at the hand lever, you should release them first. FWIW, the cables don't "stretch," but if the cable housings rust they can collapse, which leads to the same end result.
