The car would be lower because of the height of the tire is lower. The ratio (default = 82 when not mentioned) is a percentage of the width and will be lower when the width is smaller. You have less rubber to steer the car which means you have to lower the speed to take the turns compared with stock or wider tires. I've never understood why someone would put on narrower than stock tires on their car, of their own free will.
