Call around to some industrial supply houses and see if you can 
find someone who carries the Devcon line of products. They make 
a number of 2-part polyurethanes under the trade name Flexane 
that are suitable for lots of things. They are made in a range of 
durometers, so you can pick what you need, and they can even be 
mixed if you need something in between.  

You should also be able to find info on them on the web.  

The stuff is NOT cheap, but it is available in small quantities and 
the quality is excellent. I have used it. If you need it to bond to 
metal, there are special instructions and a primer for that.
