This usually means that the rear brakes need to be adjusted and that the handle came up too far, letting the ratchet slip off the end of the rack. You may be able to fix this following the instructions someone else gave, but I suspect that you will not be able to figure this out until you get the parts out to where you can see them better. The whole lever and ratchet assembly will come out rather easily if you remove the rubber boot, take all 4 nuts off the brake cables, and take the pivot pin out after removing 1 circlip.
