Ok Jesse,
    Assuming you have the stock gas fill neck(through the fender on the passenger side), with a NON-VENTED gas cap. The one inch vent line on the passenger side of the tank only vents to the gas filler neck letting the air out of the tank(into the filler neck) when your putting gas into the tank. (look into your filler neck, you'll see a small hole just inside the threads on the aft side of the filler pipe). The one inch vent line DOES NOT vent to the outside when the gas cap is in place!
    The 1/8th vent should vent through the driver's side inner fender to a small oval tank(3" x 6" x 9-10" long), this is the vent/expansion accumulator tank. it's located higher than the gas filler so that when you fill the gas tank clear up to the filler neck and park the rig in the sun the vent will not burp gas all over the ground when the gas expands.
    I this vent remains plugged and you have the stock NON-VENTED gas cap here's what happens;
      - when parked, during heat expansion of the fuel, the fuel system will become pressurized(not good if you've got carbs, don't know about FI)
     - while driving, no air is allowed into the tank while your SUCKING fuel out, with an electric fuel pump the tank could collapse(try sucking the air from an empty beer can), with a mechanical pump(carbs only) the accumulated vacuum in the gas tank will stop fuel flow after a short distance down the road starving the engine to death and we'd all be trying to troubleshoot your constant dying/fuel starvation problem.
     SAFEST and best solution FIX THE VENT! That's what I had to do.
