There should be power to the horn on the black/yellow wire, (with the key on) and the other (brown) is grounded through the horn ring. If you ground the the brown wire with the key on, the horn should honk. If not, check to be sure you have 12V on the black/yellow wire. If you do, check to see if you also have 12V on the brown terminal. If you don't, then the horn is bad.
