Probably float needle valve - it can corrode if left unused and flood the
float chamber.

Have you checked the chokes open?  Take off the air cleaner with a cold
engine, press once on the throttle to set the chokes and turn on the
ignition.  Do they gradually open completely?  Other possibility is the
choke heater leads are not connected or the heater(s) has a bad connection
or burnt out.
