Maybe the clips you have are something different, but the license 
plate bracket used what I call Tinnerman nuts which clip around the 
bracket and can slide along the slot until they line up with the 
holes in the plate. Then a sheet metal screw goes thru the plate 
and bracket and screws into the Tinnerman nut threads.

What kind of hardware is on your bracket now? If it is just a 
standard bolt and nut then it is the wrong stuff.

The big advantage of the Tinnerman nuts is that no matter how 
rusty they get, you can always get them apart.
