Make sure that your system voltage is above 14 V with a warm 
engine and at medium RPMs.

Make sure the cold start valve is not on all the time; temporarily 
unplug its electrical connection to see if that makes any difference.

There are 2 temp sensors, 1 on the head and 1 in the intake air 
distributor on your 70. They should measure neither zero nor 
infinite ohms at any temp. Sometimes they can be intermittent, but 
I think this is overdiagnosed (I don't think it happens as often as 
some people claim.)
